A Permission Set determines what the user accessing ADMIN CENTER can do.

• what tabs they can access

• what settings they can access and edit within each tab

Management Roles determine:

• which store groups the user has access to in Admin Center and

• in that store group, what permission set that user has

Eg.

Joe has access to North Store, within North Store, Joe has "Cloud Admin Permission Set"

Jane has access to South Store and East Store, within South Store, Jane has "Cloud Admin Permission set", but within East Store, Jane has "Manager" Permission Set (which only limits Jane to access the "Menu Tab")
